Background
Local Authorities Pension Fund (LAPF) is a self-administered Defined Benefit pension fund operating in Zimbabwe. The Fund’s core business is to provide pension administration services to employees & beneficiaries of member Local Authorities. In its quest to enhance operational efficiencies, leveraging on ICTs as part of its digitalisation strategy, the Fund invites registered software development firms with proven record of accomplishments, qualifications and relevant experience to submit their Expressions of Interest in supplying an Integrated Pensions Administration and Financial Management System.
The fully fledged Integrated Pensions Administration and Financial Management System is expected to cover the following, amongst other key functions: –
- Pensions Administration (capable of administering a hybrid of Defined Benefit and Defined Contribution schemes)
- Financial Management
- Electronic documents management
- Biometric membership data management capability
Scope of work
- Review of the Fund’s user requirements specifications and supply of a responsive Integrated Pensions Administration and Financial Management System
- Preparation of system implementation progress reports
- Implementation of the system
- Data migration framework and implementation
- Integration with existing systems
- Preparation of system documentation and user manuals
- Technical and end-user training
- Post-implementation support and maintenance
The minimum criteria for short-listing the consulting firms shall include, but not limited to the following:
- The firm must be a registered entity
- Demonstration of relevant experience, competencies, skills, and qualifications for the supply and implementation of the required system
- The software development firm should have successfully implemented a similar system for at least three pension funds of similar size preferably in Zimbabwe
- Demonstration of financial soundness
- The firm must be compliant with the relevant tax laws
Interested software development firms should submit the following documents;
- Detailed Company profile and registration documents
- Proof of tax compliance
- Audited financial statements for past three years
- Detailed curriculum vitaes (including certified educational certificates of the key professional staff)
- The consulting firm’s experience in similar assignments
- A minimum of three trade references of similar projects successfully completed within the past 10 years
An interested consulting firm may submit only one Expression of Interest. Further information can be obtained from the Procurement Officer at the address below during office hours. Expressions of Interest must be submitted in sealed envelopes clearly labeled as follows:
